Here's the situation this checklist is for: you're on the buying side of an industrial equipment decision. Maybe you're comparing cement mixers for sale, trying to decide whether a used ball mill grinder is worth the risk, or walking through a much larger procurement plan around Siemens combustion turbines. I've been a procurement manager at a mid-sized construction-materials company for six years—or rather, six and a half—and I've learned most of what I know by finding the hidden costs after the purchase order was signed.
This is the checklist I now use. It has six steps. If you follow it, you will not eliminate every risk, but you'll avoid the expensive mistakes that show up after the equipment is on your site.
The Six-Step Checklist
1. Define the job before you define the machine
Start with the production problem, not the brand or the price. If you need a concrete block making machine, write down the required block size, density, output per shift, and the aggregate you plan to use. If you're looking at a cement batching plant, define the required batches per hour, mix accuracy, and how many storage silos you need. The same rule applies to a ball mill grinder: feed size, required fineness, throughput, and available floor space should all be on the paper before you talk to a seller.
A second hand vertical milling machine is no different. What materials will you cut? What tolerance really matters? How many hours per week will it run? The first mistake I made was deciding on a "nice" machine before defining the job. The second mistake was buying a machine that was too large for our power supply. Why does this matter? Because every other step in this checklist depends on your definition of the job.
2. Build a TCO model, not a price comparison
Here's the thing: the sticker price is not the cost. I use a simple total cost of ownership model with line items: dismantling, loading, freight, rigging, installation, electrical connection, commissioning, operator training, spare parts, tooling, and the cost of downtime during installation. Add everything together before comparing two quotes.
Example from my own files: we had two quotes for a concrete mixer on a support structure. One quote looked $3,500 lower than the other. But the cheaper quote did not include the skid, the discharge extension, or a local safety inspection. By the time we added those, the difference was roughly $400. The "cheap" option was only cheap on the first page. I built a cost calculator after getting burned on hidden fees twice.
When I audited our 2023 spending, I found that most of our overruns came from items that weren't in the quoted price. This is also the point where I compare at least three vendors. Our procurement policy now requires three quotes because one quote gives you no idea what the market looks like.
3. Verify the history before you trust the serial plate
Used equipment can be perfectly honest or professionally polished. The serial number does not tell the whole story. Ask for maintenance records, ownership history, hour meter readings, and the reason the machine is for sale. A concrete block making machine with 10,000 hours in a wet, high-sand plant has had a harder life than the same machine with 10,000 hours in a dry-products plant.
For large assets like Siemens combustion turbines, the documentation is the first thing I ask for. I'm not a turbine engineer, so I can't tell you if the blading is within spec. What I can tell you from a procurement perspective is that missing maintenance logs are a red flag. If the owner cannot explain the operating hours, starts, fuel type, and water/steam injection history, I would not proceed without an independent technical assessment.
The same idea applies to a used ball mill grinder. Ask for records on gearbox service, liner replacement, bearing temperatures, and any motor repairs. If they say the machine was "lightly used," ask for the last three months of operating data. You will learn what "lightly used" means to them.
If the owner cannot show maintenance history, the price isn't low enough.
4. Inspect the machine and the site. If you cannot, hire someone who can
Photographs and videos are not inspection reports. I insist on a physical inspection or a third-party inspection, depending on the size and cost of the machine. For a second hand vertical milling machine, check table backlash, spindle runout, ways wear, and the condition of the drawbar. For a concrete block making machine, look at the hydraulic hoses, mold wear, vibration frequency, and control panel. For a cement batching plant, inspect the silos, augers, conveyors, load cells, and mixer blades. The question isn't whether the machine runs. The question is what it takes to make it run consistently at your site.
I have used third-party inspectors for larger equipment, and I always put the inspection report into the contract. For a Siemens combustion turbine, this is beyond my technical lane. I would want an independent inspection plus a review by someone with power-generation experience. It costs more up front, but it is much cheaper than a surprise dismantling job.
5. Put every assumption in writing
One sentence can cost thousands. I once had a seller say a concrete block machine was "ready to ship." I heard "we will crate it and load it." They heard "we can walk up and drive it away." Result: the machine was not disconnected, not crated, and not safe to load. That call added two days and a $1,600 transport delay.
The purchase contract should state exactly what the price includes: dismantling, loading, transport, delivery point, installation, commissioning, and any warranty or repair obligation. It should also state what happens if the machine fails an inspection. Payment schedules should be tied to successful acceptance, not to the signing date. If the seller wants "as-is," then the price should carry the risk.
This is where honest limitation helps me. I'm not a contract lawyer, and I don't write legal clauses. But I do know that a verbal agreement is not a procurement document. We were using the same words but meaning different things. Discovered this when the "ready to ship" machine was still bolted to the concrete slab.
6. Plan for spare parts and support before you need them
Most buyers ask about the machine. Few ask about the parts list. For older equipment, ask the seller for part numbers for consumables: filters, belts, hydraulic seals, wear liners, and sensors. Ask when those parts were last purchased and from which supplier. If the seller cannot give you part numbers, assume the parts will be hard to find.
For a ball mill grinder, the critical parts are not just mill liners. Gearbox components, trunnion bearings, and motor parts can have long lead times. For a second hand vertical milling machine, spindle bearings and drive gears may be proprietary. For a cement batching plant, the load cell and mixer blades are not universal. The purpose of this step is to know the lead time before the machine breaks.
What This Checklist Is Not For
Look, I'm not going to tell you that used equipment is always the right answer. If you only need one small cement mixer for a short project, this checklist is overkill. Buy new from a local supplier and move on. If you need delivery in four days and you do not have time for an inspection, buying used may be the wrong trade-off. In my opinion, used equipment makes sense when you have time, leverage, and the ability to compare options. It makes less sense when you are under a deadline and the machine has to work immediately.
Also, this checklist does not replace an engineer or an equipment-specific expert. I'm not a metallurgist, and I'm not a gas turbine engineer. I can tell you how to buy the machine. I cannot tell you whether a combustion liner is safe, whether a used gearbox is healthy, or whether a concrete mix design will perform acceptably for your block dimensions. Get that expertise from someone who has done it before.
Mistakes I Still See
First, buyers compare the wrong numbers. They compare the low quote on the first page instead of the total cost at the end of the project. Second, they trust the "hour meter" story without looking at wear indicators. Third, they assume the seller's definition of "working condition" is the same as theirs. Fourth, they skip the parts and support plan because they only think about the day of the purchase. Those four mistakes have cost more money than the machines themselves.
Take this with a grain of salt: I don't have a market price database in front of me, so I won't quote current rates. Prices move with steel, freight, tariffs, and supply. The process, however, does not move.
